As the Executive Director for CAP Utah, Paul works on a number of initiatives and programs, including training and technical assistance for Utah's Community Action Agencies.

Paul held the position of Associate Director with CAP Utah prior to his current position. Paul previously chaired the statewide Earn it. Keep it. Save it. coalition, and directed CAP Utah's statewide VITA initiative. Paul previously worked for Utah Food Bank Services in the development department, which ignited his enthusiasm to work with volunteers and the non-profit sector.

Paul, originally from Northampton, England, earned a Bachelors degree in Behavioral Sciences from the University of Northampton and a Masters degree in Management, with a non-profit emphasis, from the University of Leicester.

Melissa Jensen

For over two years Melissa has worked as Chair of the Earn it. Keep it. Save it. coalition. This includes the development and maintenance of a number of asset building programs, such as Utah Saves, and coordination of the statewide Earned Income Tax Credit (EITC) outreach and the Volunteer Income Tax Assistance (VITA) programs. This statewide coalition brings together community partners from across the state once a month to work on asset-building programs. This collaboration discusses statewide policy initiatives, VITA implementation, and strives to strengthen the VITA program throughout Utah. The Utah VITA effort has over 700 volunteers, working at 90 sites to complete over 15,000 free tax returns annually. In addition to the Earn it. Keep it. Save it. coalition Melissa works on a variety of issues that effect Community Action Agencies throughout the state including CAP Utah's Annual Conference. Ultimately, Melissa strives to give the CAP Agencies and coalition partners the support and resources they need to eradicate poverty.

Drew Martinez

Policy Analyst

Drew joined CAP Utah in September 2010 as a policy analyst working on affordable housing, homelessness, and policy analysis on issues related to poverty and safety net programs. Drew produces fact sheets and position papers that assist in educating legislators, community partners, and the public about public policy affecting Utah's low-income population. Drew currently chairs the Family Investment Coalition, a statewide nonpartisan coalition of organizations dedicated to ensuring federal and state revenues are adequate and collected fairly to support the needs of the low-income community. Drew also sits on the Salt Lake County Council on Diversity Affairs representing the needs of the low-income community.

Previously, Drew worked as a case manager connecting homeless and low-income individuals to substance abuse treatment programs, and other homelessness services. During the 2009 General Session Drew served as a legislative intern for State Senator Luz Robles.

Drew is a graduate from the University of Utah with a degree in Political Science, and is currently completing a Masters degree in Public Administration.

Tim Jackson
Tim Jackson
Community Collaborations Coordinator

Tim is working to expand CAP Utah's support of Utah's Community Action Programs in their endeavors to coordinate community efforts to meet the needs of Utah's poor. He provides support to Utah's nine CAP agencies by assisting in the assessment of community needs, identifying service gaps and supporting efforts to mobilize community resources to address those needs.

Tim, a native of Salt Lake, holds a bachelors degree from Marquette University in International Affairs, and a Masters degree in Public Administration from the University of Utah. Prior to working with CAP Utah, Tim worked for 5 years in Latin America teaching, and coordinating volunteer placements for international students. Most recently he spent 4 years coordinating afterschool programs and other educational services for immigrant populations in Summit and Tooele counties.
