Community Action Agencies (CAA's) are committed to providing needed services within their communities. In addition to providing services, Utah's CAA's also collaborate with numerous community partners to ensure that all community issues are addressed. While Utah's CAA's provide needed services such as Head Start, low-income energy assistance, weatherization, job training, education and emergency services (i.e. rental assistance and food boxes), they also provide references to partner agencies and help educate people on state public assistance programs.

Poverty is officially determined using the Federal Poverty Guidelines, which are issued annually by the U.S. Department of Health and Human Services. They are often used to determine financial eligibility for public assistance programs.
