State Earned Income Tax Credit (State EITC) - The state earned income tax credit is a refundable credit against the federal income tax that is designed to lessen the tax burden on low-income families. It is a refundable credit-if the credit exceeds the family's income tax liability, the balance of the credit is returned. Many states have adopted the federal earned income tax credit model to assist in reducing the tax burden of low-income families and put money in the hands of families to spend in local communities and help strengthen local economies. A state earned income tax credit bill has been run in Utah every general session for the last decade with no success.

Community Action Partnership of Utah believes both low-income Utahns and the state of Utah would benefit greatly from a state earned income tax credit and will continue to advocate on behalf of the State EITC.

Savings Bond Working Group (SBWG) - a coalition of national organizations who share a belief that U.S. Savings Bonds have a unique and profound role to play in helping working Americans save for their own futures, and that of their children. The Group's primary goal is to return savings bonds to the federal tax filing process, so that tax filers expecting a refund can purchase a savings bond with their tax refunds.

All members share the conviction that savings is an essential tool for individuals and families to manage their finances and, critically, to get ahead. Children who have money set aside to help with college are more likely to enroll and earn a degree. Young adults with money saved for a down payment are more likely to buy a home.

The Savings Bond Working Group met with senior Treasury officials in Washington, D.C. on June 25, 2009 to explore returning an option to purchase U.S. Savings Bonds to the tax form. Treasury officials were receptive, and the SBWG is now working with them to further the goal. On May 1, 2009, the Savings Bond Working Group had a successful meeting with officials at the Bureau of Public Debt in Parkersburg, WV. The group presented its Tax Time Savings Bond proposal and a video featuring our bond buyers, and learned more about BPD's operations. Additional interaction between the groups is being planned.
Community Action Partnership of Utah is a proud partner of the Savings Bond Working Group and distributed almost $5,000 in Savings Bonds in 2009 during tax time.

Advocacy Working Group - led by the National Community Tax (NCTC) Coalition, this coalition seeks to improve the economic well being of low- and moderate-income individuals, families, and communities by building a movement to dramatically increase access to tax credits and benefits, as well as asset-building opportunities.

The Advocacy Working Group seeks to increase the number of NCTC affiliates involved in an array of federal and state advocacy activities, raise the visibility of NCTC in federal tax issues discussions and policy updates, expand the influence of NCTC throughout the policy making process and finally, to develop and push a comprehensive policy advocacy agenda.
